results of tests as per SA-480

As per SA-480,
"8.1 A report of the results of all tests required by the product
specification shall be supplied to the purchaser".

My concern is: "results" of test shall be in the form of numerical values (for example: Tensile Strength, 460 MPa) OR stated in the notes (remarks) that the properties comply with material specification (see photo-shot below)?
Can smb, pls, help to understand SA-480 requirements.

If it is a test that is pass/fail then that is OK.
Otherwise I expect numbers.
And 'capable' is never acceptable.
Of course considering the source they are likely to just give you values from some tests that may not be for the lot of material in question at all.
