Resources for geotechnical RFP's

As a geotechnical engineer, other than conferences and technical meetings, where could you find available geotechnical Request for Proposals (RFP's) or request for bids? Is there a website available for each state or each township where one could browse through? Any suggestions are welcome.

If you are in Illinois you need to become prequalified at:

http://www.dot.state.il.us/desenv/preqcons.html

and then every 3 months or so they let jobs...go to:

http://www.dot.state.il.us/desenv/ptb.html
