Requirements for manufacturing flanges in shop for exchangers

Thanks in advance for any answers to my questions.
I have an exchanger with a machined flange that is used as a slip on with a groove for a split ring to connect the barrel of a hairpin exchanger. What requirements are there for a shop making this flange? Does it require a coded shop to make the flanges? The only requirements I can seem to find is that the flange must be made in accordance with B16.5 and marked per MSS SP-25. Does this mean that my in house shop can machine a pressure blind or plate of steel to make the necessary components?

This flange would not fit the requirements of B16.5 which have very strict dimensions that this flange cannot meet.

BUT, you would be able to buy a plate/forged ring/disc and machine the flange yourself.
