Require supply condition is essential variable

Hi everybody,
My project was designed following AWS D1.1 but spec adds one more requirement: supply condition of material that is essential variable of qualify welding procedure. It means that, we shall qualify manny procedures because we had manny kinds of material such as TMCP, QT, Normalizing...
so can we qualify procedure TMCP weld to Normalizing to cover TMCP weld to TMCP and Normalizing weld to Normalizing.

As Steve has stated the only one who can answer this is the owner of the spec.
If it is an additional requirement over and above the code requirements then it can only be answered by the person who wrote the specification.
