With a properly qualified welding procedure to the governing code.

We use an ASME IX/API 6A welding procedure with a preheat and no PWHT. The procedure would need to be qualified normally, then a second PQR that would basically be the normal clad, machined down and welded using a manual/mechanized process to show your steps. Some testing will need to be redone after repair clad is done.

I am making the assumption that you have a PWHT on the item. If it doesn't require it, you might be able to just repair it using the original process. But that would be up to the code and your QC.

You could also, depending on code, remachine the groove so that all weld metal is gone and reweld.
