Repair of beam of corroded prestressing 1

Hello,

I am working on a bridge repair where the external beam has a prestressing strand so corroded that it has detached at the pier. The beam is directly under the railing, so some 5 ft from the edge of traffic. The damage here and in the rest of the bridge seems to be mostly corrosion based rather than load based, so while I'm not overly concerned with capacity of the beam with one less strand, I am wondering what people's thoughts are on the best way to repair the beam. I'm thinking the strand (which has cracked the whole beam length in the places it hasn't spalled away the concrete) should just be removed, with rebar replacement and concrete patching to the original dimensions under an FRP jacket.

That looks a lot more than a little bit of an issue, appears the whole bottom of the beam is gone. Better photos would help but I would close at least that lane of the bridge. I don’t think you can repair that much deterioration. Notify proper authorities asap.
 
It's definitely an issue, but the bridge has been deemed safe to keep open by the county and DOT. They are conducting a load rating in light of the damage advancing since the previous rating, and the DOT is categorizing this work as emergency. But the county has determined to do a short-term repair (expecting a bigger project through the whole area in a decade). I agree that given free reign I'd spec a replacement of the beam
