Reliability for electrical distribution systems

I'm starting to look at Power distribution systems both MV and LV requirement is similar to Data Centre Tier 4 but a different industry.
The IEEE Gold Book has been recomended as a good starting point. I'm not going to do the detailed design but be involved in the management of the process.
I have two questions
1) Does the Gold Book work in the IEC world? I suspect it will as the basic requirement is the same.
2) Any suggestions for alternative books.
I'm an Electrical Engineer with some knowledge of RAMS but only worked on reliability for small projects.
