Reliability and availablity

Is the availability and reliability of an equipment, say a pump, affected by power outage of the process plant given that the pump would have been running if the driver, say an electric motor, still had power supply form the plant power generating system.

Depends on how sloppy you want to get with terminology; generally, reliability and availability are in reference to innate properties of the equipment itself, and its repair logistics. A power outage would be counted against the availability and reliability of the plant as a whole or its power grid.

That wouldn't be any different than if someone intentionally or accidentally turned off power to any equipment; why would that be considered to be related to reliability or availability?
