Releasing files into PDMW at revision level other than A

I am having trouble releasing legacy data files that were recreated in Solidworks into PDMWorks. I was under the impression that you could release files into the PDM at whatever revision level you wanted. I have a part and drawing file that I want to release into the vault at revision "C". I change the life cycle status column to "Released" and both part and drawing revision levels change to "A", the first primary revision. After that I am able to manually change the revision level for the part to "C" but am not able to change the revision level for the drawing. I have tried multiple times and many different ways but nothing works. What should be a simple operation is driving nuts and wasting lots of time. Has anyone out there ever had this happen? Could this a bug
or am I an isolated case? Does anyone have a work around?

I thought I would tap into the expertise of the PDMWorks users here while I wait for a response from my VAR.

Are you the PDMW admin? Login as admin (or whoever is admin) and check the settings and revs.

I am the admin and far as I know our settings are correct.
I am logged on as a regular user when I try to release into the vault. What settings should I be looking at?

We have been on PDMW for almost 5 weeks and I believe I have a good grasp of how things are supposed to work but I am still learning.

If all your settings and Revision Schemes are correct, then it's a bug. I have seen this a couple times. I've had to delete from PDMW and re-check in.
Make sure you are the owner of the dwg you are trying to change.
