relative permeability curve for fractured reservoir

we have two cores one with 2000 mD permeability and the second is highly fissured one having permeabily of 2000 mD but the matrix permeability in this case is very low(5mD). Can we use same relative permeabilty curve of the fist core for the fissured one too?

My gut feeling says no as the two cores are obviously different, but I have very little background in reservoir engineering!

I would say NO. Even when the cores have the same lithology one will notice changes in kr. However if you plan to describe kr's let say as per Corey formula, then the changes of "n" between kr's of two samples would be minimal.
