Quick question: in the US, what is the typical procedure to obtain the relative density? Are any limitations for the fine contents for the sand samples?
 
Ok....ASTM D4254 is the procedure. It consists of 3 submethods, based on gradation. It specifies that the methods are applicable to cohesionless soils only.

You need to lookup the liquefaction triggering methods most state fines correction and do have an upper limit somewhere around 30%.
