reinforcment ring urgent pleasr

do any one have an idea if we can model a reiforcment ring on a support skirt if yes tell me how ple I try to add a rong but. It seems like I can't

Trying right now I was not able to do it. I never had a need though. Consider making the skirt thicker or flaring it instead.
