Is a No 13 (metric) bar exactly the same area as a No 4 (imperial)? i.e is it actually 12.7mm diameter?

Similarly is a No 10 (metric) bar actually 9.53mm diameter?

This is the classic "soft" vs hard question of conversion of metric to English units. The answer varies with "exact" metric areas for the bars with 10, 20, 30, and 50 mm sizes. the odd numbers come from soft conversions of English sizes to a metric approximation.

The new metric bar size designatons are basically approximate values of the US in-lb bars in mm.

Check Table 1 of either ASTM A615 of A706. Both metric and in-lb size designations and corresponding cross-sectional areas are provided. Or check this CRSI link
