Reinforcement Around Lift Points for PreCast Concrete Slab

Does anyone have a good reference for reinforcement around lift points in a rectangular PreCast Slab?
I am designing a 6W x 10L x 6Deep (All in Ft) Utility Vault and the Contractor would like to precast the vault base slab.
Looking for guidelines or procedures on designing reinforcement to prevent shear at any of the lift points (shear cone failure). Some of the specialty literature I've seen recommend against horizontal reinforcement around the lift post or embed points and I don't understand the reason for this other than reducing the depth of shear cone.
Can someone point me in the right direction?
