I am using indirect method of designing culvert (reinforced concrete pipe) as per Clause 12.10.4.3. Formula for D-load does not include self weight of the pipe. Could somebody advise why is this not included. It makes a big difference in my case.If I consider pipe self weight, pipe class goes up from Class I to Class III.

It sounds straing to me, because if the self weight can cange the pipe Class from I to III, that means that the pipe class I can collapse under its own weight. For calculation go to (American Concrete Pipe Association) and download the calculation program PipePac (free)
