Regulations governing the installation of very large regulators

Are you aware of any regulation governing the installation, clearances of very large (19,920V)Siemens JFR single-phase step regulators? Please list any reference documents.

Are they mainly installed in power sub-stations or in the field?
Please refer to background documents to back up your claims.

Decibel ratings of the JFR units installed with an optional fan?
