Refurbishment of hard chrome plating

I have been advised that, in order to refurbish a worn hard chrome plating on a component, I will have to completely remove the old plating and re-deposit a new one (i.e. onto base material). Is there any reason why the existing Cr surface cannot be activated and plated onto?
 
I can only suggest that 'mechanical keying' is the issue here gcb. Basically, chrome (as does any surface coating/treatment) likes a good base and will not tolerate contamination - adding chrome over an old or partly worn chromed surface will risk the new surface flaking off.

 
Then recoating our rotating shafts we have switched to Tungstin Carbide (Metco powder) matrix sprayed with the HVOF process.
