Reducing an AST to less than 1Million Gallon Capcity 1

Beside cutting the top off from a 1 million gallon API 12C AST, what else can be done and still be in compliance with API. A reduction in capacity would mean no US EPA required spill emergency response for this fuel oil distributor.

My understanding is that this method will not be accepted by US EPA field inspector.

Another possibility does come to mind - if the height you have to reduce the tank by is small, you could add a secondary bottom with a sand or concrete spacer. You could reduce the tank capacity by a foot or so without thinking too hard about it. Other than physical change to the tank shell height, your options are limited to operational controls. How much reduction is required?

IFR's original advice is the most practical and has been accepted by most EPA districts (except those with idiots in charge). I find it ironic that the local EPA offices do not accept an administrative / control approach the de-rating the tank capacity. They would rather require the cutting of an overflow slot so that you are assured of a spill event in the case of slight over fill. Goofy indeed.
