Redressing slow horizontal wheel

I'm an EE who likes to restore old machinery, I have just finished restoring a horizontal grinding machine used for grinding the initial bevel on wood planes and chisels. It is 16" diameter, about 2.5" thick and rotates about 100 rpm, flooded with honing oil.
I suspect it has been used dry at some time and in addition there is a concentric hollow which is not deep, maybe 10 thou.
Any ideas for dressing the wheel?
The whole is mounted on a substantial aluminium casting and I could concieve of mounting a structure to support a diamond point, but I'm hoping maybe there are some easier solutions.
