Rectangular tank maximum available distance with roak's formulas factor

Hi concerned person

When I review maxinum available stiffener distance in horizontal direction
of rectanglar tank calculation, I always confuse in appliing factor "α" of roak's formulas
which one is correct at attached sample case.

This is little bit different with structure condition of that is fixed side for each connection against side plate of rectangular tank, that's why I confused with this.

Dear Sir,

Let me explain more details about Roak's formulas related Rectangular storage tank,
As you know, Roak's formulas has various condition over fixed, free for each Long side and short side. However, this rectangular is of storage tank has hydro static head and Fixed side is not gived except bottom and top of the end of support stiffener.
So I gave 3 condition as above picture this 3 case comes from for each vendor's strength calculation, what I want know is which is correct among 3 case.
