Is their a website that lists the basic recommended tightening torques for metric and inch socket head cap screws into alloy steel?

I wouldb be very careful using torque tables. They are only guides to be used when conditions are known and the match the preload needed for you application.

If you are not familiar with bolting go to a site like:

They have an excellent tutorial on bolted joints. I would recommend getting familiar with fasteners and bolted joints.

If you are familiar with the process of bolting here is a site that has several calculators available on line.

Go down to Torque and you will see several calculators the may be benefical.

If the joint is very complex or involves safety get help.
