I would be careful about using those charts. That embedment depth will only develop the bar embedded in the epoxy. It will not develop the bar below the cut that is only being developed by the concrete.
Essentially, you will have a fully developed bar above the splice, and a partially developed bar below (or to the left and right, as applicable).
You can think of it like this. You have your location of maximum moment in a beam and this happens to be where your splice is - one of the bars is fully developed (with the adhesive), the other is only partially developed because it is overlapping the bar for the length of the epoxy embedment only and only has the concrete to develop it.
Maybe if you can get to the bar that you can't use adhesive on you can attach a nut to it to help develop it.
