Rebar into what size hole? 1

I am trying to figure out what size hole I need to drill into concrete to get a piece of 1" rebar into the hole. I have measured the rebar an it actually measures about 1-1/16" at it's biggest diameter. I am inserting approximately 12" into the concrete. It is being done as an ancor for a fence on top. The fence will see a considerable wind load. What are some good recomendations for how to insert/ancor the rebar securely in place? And again, what size masonry bit do I use?

Drill 1-1/4" or 1-1/2" holes and cement the rebar in with anchor cement or epoxy.

Pick the type of adhesive or epoxy you want to use and refer to the manufacturer's recommendations for drill hole diameter and hole depth. Maybe check Hilti's web site anchoring manual.

I went with PEinc's suggestion and Hilti suggests a 1 1/8" - 1 1/4" hole for thier epoxies. It seemed to work just fine. Thanks.
