Reason behind civil design of fluids for stuctures of 1.5 SG.

I'm looking for a reference for typical civil design codes and why vessels at certain location use an SG of 1.5 when the process fluids are typcially 1 or much less than that...

When we have tracked back in our records 1.5 seems to have been what we have always used and probably for good reason, however some geographic areas suggest our designs are too conervative becusae the only case for SG close to 1 is water hydrotest and they possibly have a point.. so i'd like to see what is common pratice in industry..
