how can I determinate the interaction diagrams of a generic rc section under N,Mx,My?

For bi-axial bending you will need to assess the moments in each direction (both x-x & y-y) and design for single axis bending but with an increased moment. This will allow you to then construct your MN interaction diagram.

You concrete design code should outline a procedure for this. the place to look is under biaxial bending of columns. It is too protracted to type out the procedure here. Andy Machon
