Please find the attached file.
How to support the recessed part of the minaret wall? My first thought was using a corbel but I think corbel is used to support precast members only. If not, how the recessed RC wall is developed above the corbel?

Any thoughts would be appreciated.
 
I'd be tempted to make it solid concrete from about 11.0m to the top. I'd expect the cost of the extra material to be offset by the interior formwork savings. Or does the minaret need to be hollow all the way up for architectural / functional reasons? If it needs to be hollow, I'd extend the recessed wall down to 11.0m and up to the top which is, essentially, a version of your corbel idea.
