Rationalization of API 521 Max. 0.7 Mach Velocity

I am retrofitting an existing gas plant flare system, which does not comply with the API 521 recommendations for maximum flare header velocities of 0.7 Mach. Does anyone know the basis of this recommendation and what the consequences of exceeding it? If 0.7 Mach is a cast-in-stone recommendation then it is literally going to cost millions to make this project compliant.
