Ratchet and pawl manufactures

I am looking to buy some special form ractchet type wheel/cam (and eventually pawls) from our customers drawings. They are profiled across the teeth also.
These are NOT standard off-the-shelf parts.

I am having problems sourcing a supplier to manufcture them. Please advise if you know of any specialists in the area.

Would it be viable to make them from Powder Metal?
Also, how many parts would you be looking for?
 
There are various materials that this part is manufactured to. Depending on the indvidual application. Some of the materials are super alloys hardened to 57 HRC. The hardening could be carried out after the machining.
