Range of qualified thickness for fillet weld- AWS D3.6 (underwater welding)

Dear members,
Regarding the underwater welder qualification, I have a trouble in range of qualified thickness for fillet weld following AWS D3.6 (underwater welding). In this code mentioned 0.5t to 2t for groove weld only, not mentioned for fillet weld. Could you please inform me the range of qualified thickness for fillet weld following AWS D3.6(Thickness of test sample is 16mm).Thank you.

16 mm test sample. Base metal? But what was the size of the fillet weld that was made?
 
Thanks for "racookpe1978" interest.
Thickness of base metal (SS400) is 16mm and the leg length (weld size) is 10mm.
At first I thought that the maximum production weld size is 15mm and the maximum thickness shall be 21mm normal design of weld size = 0.7t) but this is not always true in all cases, depend on the working condition of steel structure. So I am still confused.
