Raceways and Street lights

Structural

NEC 300-8 deals with "Installation of conductors with other systems". It seems to apply to cable trays and large raceways in Buildings. Would this apply to a parking lot light pole where conductors are run in the interior of the Pole? If an irrigation line was run on the interior of the pole also, would a)it require the conductors be run in conduit of MC cable? B)Be a violation of the code if they are not in conduit? C) does NEC 300.8 apply in this situation?
