If I'm using an R panel, gauge 26 roof which is a common roof, how do i design this? From my understanding even though I specify it as R panel, 26 gauge.. depending on where the contractor buys the roof, they may have different capacities. I want to make sure both roof and fastener can resist hurricane wind.

I would say "MBCI PBR 26ga panel or equivalent"

Or you could do a performance specification and state the design/capacity requirements:
[blue]"Provide a roofing panel system capable of supporting the following loads combined into all required building code load combinations:
Superimposed Dead - x psf in conjunction with panel self-weight
Roof Snow - x psf
Roof Wind (down) - x psf
Roof Wind (up) - x psf
Maximum deflection under service load combinations - Y inches.
Fasteners shall be capable of resisting applied loads" [/blue]

You could also require the submittal to be signed/sealed by an engineer but that might be too much for roofing - more a warranty perhaps.

Called the contractor and asked where will he buy the roof, he gave me roof supplier name. I called the roof supplier and got an "education". He mentioned 3 roof manufacturers where he buys, MBCI being one of them. He said all 3 roof manufacturers have same PBR capacity. I thought R panel capacity vary per manufacturer but that seems not the case. MBCI has a good table of loads and capacities which I will use.
