R=3 braced frame workpoint alignment

In AISC 341-05 for an R=3 braced frame, the code says the frames should be arranged such that the centerlines of the framing members coincide or nearly coincide, thus eliminating the majority of flexure that might occur...

Does anyone know what "nearly coincide" means? I.E. how far from concentric can the joint be? I would expect to see it expressed as a percentage of member length or section depth maybe?

Or is modelling the frame joint with the joints eccentric good enough with R=3 since it would account for any induced moments?

I believe it means that the Uniform Force Method or one of its special cases must still be applicable (e.g. you can move the work point to the face of the column but you can't actually have an eccentric braced frame type link).
