A welder welded a performance qualification on a 1/2 in. thick pipe, using a min. of 3 layers. The qualification did not undergo RT. Is he qualified for the max. thickness to be welded?

Yes, assuming bend tests were performed.

Yes, provided the mechanical testing is performed in accordance with ASME IX Table QW 452.1(a).
