Joint configuration is an essential variable as per QW-288 in Section IX.
Can Groove plus fillet weld procedure be applied to fillet weld only production joint provided all other essential variables are not changed?
QW-288 does not talk about fillet welds, it only addresses groove joint.

Look at QW-288 1 (b) change in groove type and the addition or deletion of prelaced weld metal. You have a production joint where a fillet weld is required, in lieu of a partial penetration tube to tubesheet groove weld. To me, this is a change in weld joint configuration, and is an essential variable change - meaning re-qualification.
