" Pock Marks on Pipe

After post weld heat treatment during piping replacement, I noticed small rounded indications in the PWHT areas adjacent to the welds. Others are calling these "Pock Marks" and have them removed by light grinding. What is the proper terminology and what causes this.
 
Could they be the result of welding thermo-couples to the pipe? I have seen this done.
