"nx8.5 standard parts library enhancement" does not work

In NX 8.5 there is an enhancement for positioning standard parts.
The handle is supposed to be " by default positioned at 0,0,0 of the standard part."
(see "what's New in NX 8.5)

I have not found this to be the case.
The handle is still positioned at the center of the volume of the part.

Is there some type of setting that I am missing?
