What are you trying to do? What workbench?
 
What's your scenario to have such a message ?

You're trying to create an object that have multiple fathers (it's a kind of corrupted data).

Are you in an assembly? Do you have Contextual Links turned on? If so, a V5 part can only have one Parent Context (the top level assembly) when creating, adding, or modifying External Links.
