is it possible to use a "3 phase 4 wire" meter in a
"3 phase 3 wire" system ?

Really not much of anything to go on, but it MAY be possible if an artificial neutral is derived.

Suggestion: Check voltages/PTs for the meter. The artificial neutral should be grounded since it could become unstable causing metering errors.
