Is the only purpose of a quickleg 90 ell to install a dummy leg in the spare socket? Unlike the bw cushion/target tee which still has an open portion to collect sand, silt, etc., the quickleg 90 is a tee but still only has a 90 degree pattern internally. So is the spare socket only for dummy leg installation or is there another purpose?

That was all that I could think they could possibly be used for, but before I started trying to tell my colleagues that, I wanted a second opinion.
 
Strikes me that putting a dummy pipe in there is wholly bad idea as it will look like there should be flow out of the said pipe to anyone seeing it without knowing it is actually only internally an elbow....

Given these are not even a cushion tee type thing can't understand what's wrong with a normal elbow??

Yes, those dummy leg/pipe supports can be misleading in the field. You have to be on your toes not to get misled. I've seen some labeled like "Pipe Support Only" or similar.
