Question on the effects of eccentricity in AISC App.3.2 for FATIGUE

Dear all,

I am reading App.3.2 DESIGN FOR FATIGUE of AISC - 2005 and found the following on the effects of eccentricity

For axially loaded angle members where the center of gravity of the connecting
welds lies between the line of the center of gravity of the angle cross section and
the center of the connected leg, the effects of eccentricity shall be ignored. If the
center of gravity of the connecting welds lies outside this zone, the total stresses,
including those due to joint eccentricity, shall be included in the calculation of
stressrange.

I am afraid I am not very sure about this para. on when we need to consider the effects of eccentricity.
Anybody have any example to understand this para. of AISC.
