Does anyone know, or has a reference to, how the endurance limit varies with minimum stress in a steel fatigue situation ?
 
i think you're referring to the cycle minimum stress.

endurance limit assumes minimum stress = 0. if you've got cycle max > EL and cycle min = (cycle max - EL) (ie the stress cycle 0-EL-0 is shifted up) then you're going to be very close to infinite life. there is a stress ratio effect but generally R > 0 is beneficial.
