Very general answer here. As to building codes, it depends on what area government agency that may be involved. Usually the local codes refer to a national standard adopted by a professional group such as American Society of Civil Engineers. The basic requirements for doing such engineering work, besides having some experience, is a Bachelor (engineer) degree from a university. If any of the projects involved safety, life of people, etc, it is necessary to pass a series of tests for the specialty, under a Professional Engineer license. That takes not only some minimum years of experience, but also periodic (annual) tests to stay current , along with some specified number of continuing education hours each year either at a university or via special programs by engineer societies. Most of these requirement are specific to the state and are not applicable to work in non licensed states. This is a very general description, since there can be significant variations from this depending on the state.
