Question on controlling form and position of irregular features

Section 8.8 and Figure 8.24 of ASME Y14.5-2009 discusses the control of form and position of irregular features. Figure 8-24 shows an example where the profile tolerance is larger than the positional tolerance. Is it a necessary condition that the profile tolerance be larger than the position tolerance? Can the position tolerance be larger than the profile tolerance in a similar example?

Short answer - yes, the position tolerance can be larger than the profile tolerance.
 
Cannot see why not - imagine that you use profile to control the size of (round) hole. Your hole size tolerance may be larger or smaller that position tolerance - there is no refinement.
