Question of scope of ASME BPVC SECTION IX

Hello All. We design & manufacture diaphragm seal pressure gauges. The diaphragm is typically less that a few thousandths of an inch and is autogenously welded to a substantial base component similar to what is shown below. Typically there is a groove weld joining the two base halves rather than clamps. Regardless, the diaphragm weld is not the barrier between process and ambient pressures.

Would this weld fall within the scope of Section IX? I would think not, both due to the thickness of the diaphragm and for the reason noted above, but the scope of Section IX does not provide any clarification that I see regarding something like this.

Which section are you fabricating in accordance with ? B31.3, B31.1, VIII ?
