Question for Plastic and Rubber Holders

I'm designing a hitch bike rack for automobiles.

What are some suggestions for a material that the bike holders (the frame everything is on is already manufactured from steel, I'm referring strictly to the rubber holder the bike frame sits on atop the holder arms)could be made of? The material needs to give some to accomodate bigger bikes, but be rigid enough for them to be held in place with a cam strap over the top. This is only referring to the small rubber grooves attached to the metal arm frame that the bike will actually sit in, so anything that would scratch the bike can't be used.

I also could use some help deciding which UV resistant plastic could be used for the cam? It doesn't have to be excessively strong, and the plastic used in the clips for dog collars and bookbags would likely do (if UV resistant)
