Question about using the removal of fuse holder only as an isolation

Greetings all,
Is this sufficient as an isolation - pulling a fuse holder from the cutout? The policy at the company in which I work is that this is insufficient since there may be leakage on the cutout. We use a hotline connector when connecting cutouts - these are removed in addition to the fuse holders being pulled. What is your company's policy? If its not a problem, please mention the company you work for. Thanks from Trinidad and Tobago (state owned utility company).

Might help if you mention the voltage level in question.
 
If there are transformers connected, they will have a low enough impedance to drop any leakage voltage on the line to zero. However leakage may be a danger on open (unloaded) lines. Why take a chance? Ground out before working on a line.

We do ground the lines, I am asking about the isolation only.
 
Every utility I have ever worked with requires 2 isolation points.
 
In Quebec, a single fuse cutout is enough but prior to grounding, the lineman will test for voltage to make sure there is no alternate voltage source like a customer generator. For us, a single open point is enough if it could be confirmed visually.
