Question about steel mill 1

I just wondering about how a steel mill is licensed to produce any steel plate or pipe to certain specification. For example Steel Mill A is producing BS EN10025 S275JR plate. Do they have to get a licensed to produce those steel from relevant body or they can just manufactured it and produce a mill certificate with BS EN name on it??
 
The police are the customers.
A mill would typically have it quality system audited to the ISO std, and they produce EN and ASTM materials.
The only cases where this isn't true is some specialty items for power generation (ASME and PED) and aerospace.
There you do need special certificates in order to claim that you meet the specifications, and the lists of certificate holders is public info.
