Quality of concreting for our transformer foundation. 1

Without test reports, etc. loads, etc. not much can be said. Nothing shown looks questionable to me. That's from one who rarely is in the business of concrete evaluating these days.
 
Your photo is not adequate to determine the quality of the concrete or its placement. As OG said, we need more info.
 
There is no honeycomb, or defect on the exposed surface, indicates concrete been vibrated properly.

Is this a dry-type transformer? I doubt. Where is the retention pond for incidental spill? I don't see the base and rebars required for the enclosure walls.
