[Q]Top down design-skeleton design for a worm gear pair

I want to use skeleton design method to design a worm gear pair.

My question is on the skeleton building this section. When I drawed out the orthogonal sketches, then I

built the motion assembly. As usual, on this active motion assembly, the ground part and the first gear I

successfully create them. The gear 2 failed to build up its part.

I practiced and some skeleton design cases only plane structure, not 3D mechanical structure.

I had been building up the plane gear pair BUT this time in vain. How to do it?
