PWHT of tube to tubesheet joints

How can PWHT be conducted on a tube to tubesheet weld? Both new construction and also repair welds. Material is P No.4. Tube sheet thicness 90mm, tube size 8000mm lg. x 20mm od x 2mm thk. I am worried about distortion to the bundle, if the whole bundle is heat treated. For repair, How can we heat only a part without affecting others? Thans for your feedback, especially from those who have actual experience in these.

I have never seen T-TS joints PWHTed.
I have seen entire tube bundles (u-bend) welded into tube sheets and then stress relieved.
Yes they distort some, but as long as they fit into the shell no one minded.

PWHT in accordance with most construction codes is based on nominal thickness versus total material thickness between dissimilar thicknesses. Your tube material thickness and weld would be below the thickness required for PWHT.
